East West Rail is a proposed new railway linking communities between Oxford and Cambridge.
The area is currently let down by a lack of transport choices, and we have a once in a generation opportunity to fix that – improving prosperity for people and places along the way.
East West Railway Company (that's us) was created by the Department for Transport (DfT) to oversee the delivery of East West Rail from construction through to wheels in motion, making sure the railway comes together in the right way.
Lead and manage the acquisition, transfer, management and disposal of land and property to support delivery of the East West Rail Project.
East West Rail operates a matrix structure.Develop and deliver effective land & property strategies, plans and related workstreams to support a successful Development Consent Order (DCO) application and delivery of the project.
Develop and deliver an engagement and consultation plan for those with an interest in land and property to facilitate land access, secure land referencing information and manage objection to the scheme in line with company vision and values.
Develop and monitor delivery of processes to successfully acquire the land and property required to construct, commission, and operate the railwaySecure and manage agreements for access to land for surveys, construction, and operation of the scheme
Manage property costs and settlement of property claims including relevant dispute and Tribunal processes
Project manage the land and property workstreams, include the land & property supply chain, to meet agreed timescales, cost, budget, and governance processes where necessary initiating corrective actions
Monitor and prepare reports for senior managers
Promote diversity in the workplace and adopt appropriate behaviour when interacting with colleagues
A comprehensive depth and range of experience in developing and delivering land and property strategies for acquisition, management and disposal of land and property
Experience of leadership either in a project team or traditional team leader role, supporting both project delivery and team development
Experience of maintaining effective external relationships at senior levels to understand stakeholders' needs and priorities with appropriate influencing skills to achieve results at pace
Experience of working with internal senior leaders to plan, advise, and support delivery of a major property project
Experience in strategic planning and option analysis, including financial appraisal
Experience in undertaking complex property negotiations and transactions
Experience of explaining property matters and reports to others who may not have a background in property. Presenting data and explaining reports to stakeholders at all levels
Experience in managing and integrating a range of suppliers to deliver an overall programme of activities to acquire, transfer, manage and dispose of land and property
Experience in demonstrating compliance with Statutory, Regulatory and Professional requirements
Experience in compulsory purchase of land and property
Experience in delivery of land and property workstreams for major projects in line with statutory processes e.g., Development Consent Order (DCO) applications for Nationally Significant Infrastructure Projects, Transport & Works Act Orders or Hybrid Bills
