    Description

    As a Benefits Assessor you will join a small busy team of 10 processing staff, administering Housing Benefit and Council Tax Reduction claims for the citizens of Oxford.

    We are looking for an enthusiastic and driven individual to join our team. With experience in the OPEN Revenues Civica system, you will be given the opportunity to showcase your ideas, your ability to adapt to an individual's personal situation in claim management, and work in a fast-paced environment. We are looking an experienced Assessment Officer to join our approach of challenging normal ways of working and look to invest in improved service delivery for both the public and Oxford City Council.

    The purpose of this role is the administration of Housing Benefit and Council Tax Reduction. You will be providing a high quality, customer focused service to residents, giving advice on Housing Benefit, Council Tax Reduction, Universal Credit and wider Welfare Benefits. This can be face to face, via phone or electronic channels. You will assess and process all types of Housing Benefit and Council Tax Reduction claims and change in circumstances including complex claims of students, persons from abroad and the self-employed. Accuracy and attention to detail are also essential as you will be responsible for compiling all the necessary information to accurately, calculating entitlement and ensuring notifications of entitlement issued are legally compliant.

    • Support to the service area on delivery of the Corporate and service plans using appropriate organisational tools, policies, and procedures.
    • To be conversant with the Acts and Regulations governing Housing Benefit, Council Tax Reduction, Universal Credit and Council Tax and to keep abreast of legislative and other relevant policy changes.
    • To have a general awareness of Welfare Benefits to advise and guide claimants as necessary and be able to liaise with Government departments such as Jobcentre Plus, Pension Service and HM Revenues and Customs (HMRC).
    • To deal with the assessment, determination (payment and overpayment) and notification of Housing Benefit and Council Tax Reduction by amendment to the Benefit computer system in line with the appropriate Regulations. This includes dealing with claims from the self-employed, students and hostel dwellers.
    • To carry out the appropriate level of verification of new claims, according to the level of risk associated with the claim.
    • To be aware of the subsidy implications when deciding as to payment or overpayment of benefit.
    • To deal with the creation, amendment, and notification of Council Tax liability by amendment to the Benefit computer system in line with the appropriate Regulations.
    • To liaise with the Council Tax and Housing departments and to be able to inspect the relevant computer systems in ensuring the accuracy and proper determination of claims for Council Tax Reduction and Rent Rebates.
    • To deal with all enquiries in respect of all Benefit applications or prospective applications either by: –
      • answering telephone enquiries referred via the telephone team; or
      • correspondence; or
      • personal visit to the Revenues and Benefit reception area;
    • To liaise with individuals within other Council departments, The Department for Work and Pensions (DWP), Valuation Office, voluntary agencies, landlords and letting agencies and other such bodies as and when necessary.
    • To be aware of the principles of fraud prevention and DWP policy in safeguarding the Benefit system.
    • To prepare statements of entitlement and payment of Housing Benefit and Council Tax Reduction as and when requested, particularly with reference to the first stage in the appeal process.
    • To monitor service area delivery and support continuous service improvement, challenging existing practice and actively seeking ways of achieving greater outcomes and leaner delivery.
    • To contribute to projects; to contribute to service project teams as required.
    • To support development & delivery of a system of continuous review and improvement within the Service so that 'traditional thinking' is challenged, and innovation pursued.

    The duties and responsibilities set out in this role profile are indicative of the role. They are however, subject to change and you will be required from time to time to undertake other duties commensurate with your grade.

    • Educated to GCSE standards or equivalent for English and Maths at Grade C or above
    • Knowledge of Housing Benefit and Council Tax Reduction administration and legislation
    • Good ICT knowledge of Microsoft packages
    • Understanding of Universal Credit
    • Must have excellent oral, presentation and written communication skills
    • Ability to construct and effectively maintain relationships across the service delivery area
    • Be able to work on your own initiative in a highly pressurised environment with ever changing and conflicting priorities
    • Attention to detail is always important
    • IRRV Technician level or equivalent professional body qualification
    • Working knowledge of Civica OPEN Revenues
