    CIR is hiring a Monitoring Evaluation and Learning (MEL) Adviser on a maternity cover contract starting in June 2024 and running until April 2025 with the possibility of becoming permanent.

    About the Role

    This is an exciting opportunity to work with an innovative, ambitious, non-profit organisation to inform our understanding of impact and advise on improvements to our programming. As a growing start-up, you'll need to be a flexible and collaborative team player, willing to pitch-in across different projects and work at pace to often tight timeframes.     This role will work across CIR projects as part of an expert MEL function, supported by a Senior MEL Adviser and CIR's Director of Learning and Insight.

    Main Responsibilities:

    As MEL adviser, you will engage with CIR projects at key points in the programme cycle to ensure that: i) project and MEL design is based on evidence and enables robust assessment of impact and continual improvement; ii) project delivery is shaped by real-time monitoring of results and lessons learnt and iii) project assessment is robust and enables CIR and its clients to learn what's worked, what hasn't and why. While exact responsibilities will vary by project, they will typically include a combination of the following:

    • Supporting the development of programme design and theories of change to ensure these are based on evidence, follow a clear causal logic and are measurable.
    • Review/development of monitoring and evaluation and results frameworks.
    • Developing and implementing research and data collection methodologies, ensuring data is collected and analysed accurately and fed into project delivery in line with the agreed MEL plan and client expectations.
    • Liaison with programme teams, external partners and stakeholders to coordinate ongoing data collection efforts.
    • Supporting and quality assuring monitoring and progress reports, ensuring lessons are identified and integrated into programme delivery on an ongoing-basis.
    • Conducting monitoring, evaluation and learning reviews to meet client and CIR requirements, assessing progress against theories of change and results framework as well as effectiveness of operational delivery, and making recommendations on improvements.

    Requirements

    • Proven track record monitoring, evaluation and learning efforts, including the ability to develop and implement theories of change, logical frameworks and MEL frameworks for programmes.
    • Knowledge and experience of submitting project reporting to meet the standards of international donors
    • Knowledge and experience of qualitative and quantitative research and evaluation techniques, including the use of social media and online tools.
    • Strong written and verbal communication skills, including the ability to translate technical terminology for lay audiences and to produce clear, concise and timely reporting.
    • A highly-organised and methodical approach: collating data from multiple sources to contribute to project monitoring, analysis and reporting, in a timely and efficient manner.
    • Strong stakeholder and relationship management skills.

    Desirable Skills:

    • Knowledge and experience of the field of conflict environments, mis/disinformation and/or extremism

    Working Arrangements

    The role will be full-time, starting in June 2024 until April 2025. While it is a maternity cover position, there is scope for extension/ a longer-term role subject to future programming requirements. The role can either be office based, hybrid or remote, with the opportunity to work from CIR's offices in London, if desired (subject to the applicant having the right to work in the UK).

    CIR encourages flexible working and is happy to agree a working pattern to suit the successful applicant. We generally expect staff to be available between the core hours of GMT and GMT each working day unless an exception has been agreed.

    CIR is open to recruitment of the right candidate on either a consultancy or fixed-term employment contract basis.
