    Job summary

    The East of England Specialised Services Provider Collaborative (EoE SPC) brings together the seven acute NHS Trusts which provide the majority of specialised services for the population of the East of England.

    The EoE SPC was formed in the light of national plans to delegate specialised commissioning to ICBs. We believe that the changes to specialised commissioning offer a unique opportunity to transform the way we deliver specialised services in the East of England. An objective for the EoE SPC is to implement a 'left shift' in the delivery of care - focussing on prevention, detection and early intervention and delivering specialised care closer to home.

    One of the SPC's priority areas is neurosciences, where services areunder immense pressure nationallyarising from an ageing population, increased referrals,workforce shortages, variation in clinical practice and new specialised treatments for historically untreatable conditions which require novel pathways. By optimising workforce configuration, delivering cutting edge research and new therapies and fostering innovation, we aim to spread best practice and give more patients localised access to the best possible care; preventing inequity of access for the EoE population.

    National programmes have worked with patients and professionals to identify fundamental changes in how services should be organised to improve outcomes and access to care, as well as delivering better value-for-money.

    Main duties of the job

    You will establish and lead this exciting programme of work - to include a diagnostic review and report, agreement of vision and priorities, development of clinically-led workstreams and rapid delivery of high impact projects. You will establish a sustainable implementation plan and secure agreement of ownership of the vision across commissioners and providers.

    This role offers a unique opportunity to work across commissioners and providers to deliver a strategy and transformation programme focused on improving outcomes for the population of the East of England. We are looking for a highly motivated individual with excellent interpersonal skills to develop and manage a diverse set of relationships with colleagues across the region, who is able to independently drive progress of a broad programme of work.

    Qualifications

    Essential

  • Educated to Masters level or demonstrable equivalent level of knowledge.
  • Evidence of Project Management training.
  • Evidence of continuous professional development.
  • Desirable

  • Managing Successful Programmes/ Prince2 Practitioner (or equivalent experience).
  • Knowledge

    Essential

  • Taking a strategic and analytical approach to assess areas of strength, identify competitive advantage and develop propositions and business cases that are attractive to different parties.
  • Identifying, initiating, and maintaining project and partnership activity with other organisations and maximising relations with relevant parties and services (from inception to completion through to alliance management).
  • Working constructively with internal and external partners to create successful collaboration.
  • Reporting complex information and data - verbally, in papers and in presentations.
  • Knowledge of national policy and local implementation.
  • Experience

    Essential

  • Experience of strategy development.
  • Extensive experience of managing large scale strategic projects and programmes at a senior management level using recognised methodology ( Prince 2) and tracking and monitoring their implementation.
  • Experience of the identification and management of risks, issues and dependencies.
  • Experience of developing performance indicators to monitor project and programme delivery.
  • Extensive experience of change management with proven negotiating and influencing skills both internally and externally and at all levels.
  • Experience of managing project budgets; knowledge of budgeting and resource allocation.
  • Experience of developing documents and policies.
  • Evidence of working with multi-disciplinary staff across a diverse professional organisation to specify solutions to support the successful scoping and delivery of strategies and projects.
