    Basic Function:

    Plans and coordinates daily staffing for events and enforcement. Supervises Parking Facility Attendants and a large number of student employees engaged in parking enforcement, motorist assistance, special events and collection of parking fees. Reports to Manager, Parking Services.

    Duties/essential functions may include, but not be limited to, the following:

    Supervises Parking Facility Attendants and a large number of student employees engaged in parking enforcement, motor assistance, special events and collection of parking fees; has authority and responsibility to exercise independent judgment in:

    • Planning and directing the work activities of employees; assigning and monitoring work duties and responsibilities; establishing and modifying work methods, schedules, and priorities.
    • Interviewing job applicants and conducting performance evaluations of classified employees.
    • Recommending formal personnel actions (e.g., hiring, termination, promotion, discipline, layoff/recall) for assigned employees and initiating appropriate action to implement recommendations.
    • Communicating and enforcing policies and procedures; resolving problems; addressing employee concerns and complaints and adjusting grievances.
    • Monitoring and maintaining records of employees' work hours, overtime/compensatory time, sick leave, vacation, performance, and related information; authorizing time worked and recommending the approval/disapproval of leave requests.
    • Ensuring appropriate training of staff; identifying training needs; developing and implementing training activities.

    Enforces University parking rules and regulations in accordance with university policy; provides assistance to stranded motorists, reports need for parking facility maintenance to include unsafe conditions, surveys lots to determine usage.

    Provides information and directions to faculty, staff, students and visitors regarding campus parking, resolves non-routine and routine complaints; conducts presentations to various campus groups regarding parking policies and procedures. Coordinates parking and traffic for special events (e.g., athletic events, commencement, concerts, lectures, etc.); arranges for appropriate staffing and traffic control, ensures parking space is available; determines need for police assistance. Prepares and reviews incident and follow-up reports for towed vehicles, motorist assists, etc.; maintains records and computerized and paper files. May research and identify owners of license plates to assist with collection of unpaid tickets. Operates two-way radio to receive and transmit messages and instructions; uses specialized parking software to enter and retrieve vehicle/ticket information. Maintains, implements and assists in establishing methods and procedures regarding parking enforcement. Schedules or plans for daily routine repairs on equipment, parking meters, pay and display machines, gates and automatic ticket dispensers; submits maintenance work orders. Maintains inventory and department key logs. Prepares and presents cases to Student Conduct Court. Authorizes release of booted or impounded vehicles. Oversees collection of parking tickets from ticket boxes and delivers to Parking Services. Represents Parking Services at interdepartmental meetings regarding issues that impact parking on campus (e.g., new construction, special events). Performs related duties as required.

    Minimum Qualifications:

    High school diploma or equivalent. A minimum of two years' experience in parking or enforcement or two years of supervisor experience.

    License/Certification:

    Valid Ohio driver's license with safe driving record.

    Knowledge Of:

    Automobile safety practices and procedures (e.g., jump starts, unlocks, gas transports, tire inflation, etc.)
    Specific software may be preferred
    Inventory control

    Skill In:

    Interpersonal communication to effectively interact with University personnel and public in person and over the telephone (e.g., to explain parking regulations, to transmit work directives)
    Public speaking

    Ability To:

    Supervise, interview, evaluate, discipline, and train employees
    Plan and direct work activities, to manage time effectively, and set priorities
    Resolve problems independently and make decisions
    Apply parking regulations
    Identify a need for, carry out and assist in implementing changes
    Identify training needs
    Read, write, and accurately follow oral, written, and graphic instructions
    perform basic mathematics (e.g., add, subtract, multiply, and divide whole numbers, fractions, and decimals, and calculate percentages)
    Count money and make change
    Operate computerized cash register, hand-held computerized ticket writer and two-way radio
    Operate computer for data entry/retrieval
    Maintain accurate records
    Demonstrate physical dexterity and lift 35 pounds

    Resolve customer complaints and disputes

    Learn, operate and repair automated parking equipment

    Working Conditions / Physical Requirements:

    Exposed to variable weather conditions and temperatures, fumes, dirt, dust, and slippery surfaces; requires moderate physical effort to include extended periods of walking and standing and occasional lifting of 35 pounds (e.g., to set up barricades); may work varied hours and shifts to include evenings, weekends and holidays; requires on-campus travel; may be required to work in emergency situations (e.g., blizzard).

    Working Schedule:

    Monday through Thursday, 12:45 p.m. to 9:15 p.m., Friday 10:00 a.m. to 6:30 p.m.; however, schedule may vary during breaks and summer.
