    Job Title: Business & Development Project Manager
    Location: Hertfordshire Hybrid working
    Starting Salary: £45,441 with the opportunity to progress to £50,512 pa
    Hours: 37 per week
    Contract: 20 months fixed term

    Our Social Care Housing and Infrastructure team is looking for Business and Development Project Managers to join us to support the progression of our Ten Year Accommodation Strategy in Hertfordshire alongside the management of specialist care consultancy frameworks and management of projects.

    This will include the delivery of housing for people supported by Adult Care Services, directly or through development partners, attracting external funding to deliver better outcomes in line with the Care Act, prevent and delay interventions and increase the wellbeing of the people we support.

    You'll form and develop strategic partnerships with stakeholders to deliver investment in and development of supported housing and infrastructure, including extensive coproduction, stakeholder engagement, influencing internal and external partners.

    You'll use best practice programme and project management methodologies to ensure delivery of multiple, concurrent projects, including capital projects ranging from small (under £1 Million) to substantial (over £50 Million).

    Purpose of the role:

    The following responsibilities provides an overview of what the 10 Year Accommodation Strategy requires:

    Work with programme sponsors to define the scope, business justification, resources, required outcomes, success criteria and governance framework for each programme including the Extra Care Accommodation Strategy, the Adult Disability Service Accommodation Strategy and the Nursing Strategy.

    Secure capital to support the programme from range of sources, including by bidding for HCC capital and attracting investment from housing providers, social investment organisations, NHS England and private investment bodies.

    Provide line management and strategic direction for project managers to enable effective management of benefits, resources, issues and risks across the programme.

    Ensure projects deliver to agreed quality standards, timescales and budgets and programmes deliver benefits against agreed benefits maps.

    Lead Hertfordshire Adults Care Service's work at 3-4 District Supported Accommodation Boards, developing effective relationships within HCC and with other relevant organisations.

    Challenges and opportunities

    The strategy will be an opportunity to work on both development programmes and construction projects, enabling development as well as directly employing consultants and contractors to deliver the growth in accommodation for people we support.

    The projects will be from initial business cases, through to welcoming the first people through the door, involving coproduction throughout, while delivering the best value possible for every penny spent. We are competing for budgets and assets in a challenging economic environment, where we need to prove viability of each project, so ingenuity and new ways of working are welcomed.
