    Description

    Function:
    To manage the Clarke Energy project scope commissioning function.

    Reporting to:
    Project Quality and Controls Manager.

    Location:
    Clarke Energy Ltd head office in Knowsley, with UK and some Overseas travel required.

    Job Purpose:
    To Manage Commissioning of Clarke Energy's project portfolio.

    Majority of time spent:

    Managing the CE processes, client's needs and organisation of appropriate resources to ensure the commissioning tasks for the project portfolio is correctly carried out.


    Responsibilities:
    Manage CEL, subcontract labour and 3 rd party resources that are required for all commissioning activities.
    Responsible for safety during the commissioning process.
    Plan and support commissioning activities incorporating all current legislation, regulation and internal process.

    Ensure high standards of full system of CEL scope of commissioning is maintained ensuring adherence to UK and local regulations at all times.

    Liaise with CEL key Project personnel to ensure planned and efficient use of resource to commission CEL installations.
    Ensure that all commissioning documentation is accurately compiled and promptly submitted to the relevant parties.
    Take the lead in resolving and improving issues related to the commissioning of our project portfolio.
    Ensure the commissioning function utilises the NCR system, following up with issues to satisfactory conclusion.
    Liaise with the Engineering department to improve installation designs to aid commissioning and installation activities.
    Manage cover for any of the pre-commissioning team.

    Liaise with 3 rd party and external resources to feed back issues and improve the overall activities for commissioning of our projects.

    Develop and expand the technical knowledge base within the pre-commissioning team alongside the Technical training manager, where required.
    Understand and develop the pre-commissioning engineer's goals and objectives, ensuring good communication between the team.
    Ad-hoc technical and management support to the projects team.

    Liaise with internal departments to gather and share relevant information to assist in the process of problem-solving and effective decision making.

    Communicate with internal and external customers, projects team, engineering teams, suppliers, 3 rd party external resources ensuring that all parties are kept fully informed in a timely and appropriate manner of commissioning activities.

    Ensure Staff observe and follow Health, Safety, and Environmental standards and regulations at all times.
    Represent the Projects function at pre-commissioning meetings and project lessons learnt meetings.
    Assisting the High Voltage Authorising Engineer to manage company High Voltage safe systems of work.
    Ensure own commissioning knowledge is kept up-to-date.
    Develop commissioning procedures to improve the CEL commissioning process.
    Carry out accurate record keeping and produce Support and develop any appropriate Commissioning KPI's.
    Technical/Professional Knowledge and Skills
    A background in electrical engineering
    Site management experience.
    CSCS card holder
    IOSH qualified.
    BS7671 18th edition
    HV authorised up to 11kV or willingness to undertake training to achieve authorisation (HV Switching (SAP)
    Knowledge of the 'Construction (Design and Management) Regulations 2015
    Good understanding of Health, Safety and Environmental requirements.
    Good IT skills – Word, Excel and Microsoft Project.
    Willingness to travel extensively and work away from home as required.
    Personal attributes/skills
    Good understanding of both electrical and/or mechanical engineering.
    Good understanding of Quality, Health, Safety and Environmental issues.
    Knowledge of the 'Construction (Design and Management) Regulations 2015'
    Good IT skills – Word, Excel and Microsoft Project.

    Awareness of High Voltage Safety rules.
    Good knowledge of engineering practice.
    Good analytical skills.
    Good customer relationship experience.
    Knowledge of Quality, Environmental, Safety and Health legislation and requirements.
    Good IT Skills (Outlook, Excel, Word, Power Point).
    Good English verbal and writing skills.
    UK driving licence, cat B.
