Job Description
Summary
We are the public body that looks after England's historic environment. We champion historic places, helping people understand, value and care for them.
This is a part time vacancy - 0.6 FTE or 3 days per week.
Historic England have a fantastic opportunity for you to become our Governance Officer (Compliance). You will provide support to the organisation by developing and managing complaint escalations, dealing with the Ombudsman, management of conflicts through the organisation and liaison with Internal Audit. You will work closely with the General Counsel & Corporate Secretary, Head of Internal Audit and the Head of Governance, you will liaise with HE's senior leadership team, Commissioners, committee members, the Ombudsman and complainants.
The location of this role is National where we offer hybrid working, you will be based in one of our following offices and from home - Newcastle, York, Manchester, Birmingham, Swindon, Bristol, Portsmouth, London and Cambridge.
Greater London + salary range: £39,408 - £42,380 pro-rata
Inner London salary range: £40,748 - £43,818 pro-rata
What you will be doing
Complaints Management and Analysis
Managing complaint escalations and Ombudsman cases through the appropriate liaison with the General Counsel and senior staff providing relevant and legally compliant reports for both internal and external parties of interest.
Overseeing, monitoring and Assisting in the investigation of complaints, across all areas of the business ensuring internal policies are adhered to and reviewed if appropriate.
Developing and utilising management information to identify trends and areas for improvement across the organisation.
Articulating and confidently delivering management information at Executive Team Level.
Taking the lead on raising awareness, providing advice and guidance to staff, and members of the public, in writing or via other methods. This will require the ability to discuss and convey complex technical or legal concepts to non-experts.
Developing a strong records management system by maintaining a comprehensive log of follow-up actions and key learning.
Taking responsibility for following up on key learning to ensure appropriate changes to policy and procedures occur to minimise complaint reoccurrence.
Engaging with internal colleagues to take a pro-active approach of identifying good practice.
Conflict of Interest
Developing a thorough understanding of HE's internal operations ensuring where appropriate documentation is kept up-to-date.
Creating a proportionate conflict of interest policy ensuring it remains up-to-date with the latest Government / Legislative requirements.
Engaging with the business to ensure full understanding of the conflict of interest policy is adhered to providing training / further guidance if appropriate.
Internal Audit
Assisting the General Counsel & Corporate Secretary and the Head of Internal Audit in the monitoring and reporting of internal audit recommendations.
Initiative to resolve issues, some of which will be complex and challenging, with the ability to think creatively while ensuring that the integrity of processes and procedures are maintained and legislation adhered to.
