    Location - London – Manchester – Nottingham - Hybrid working model.
    Fixed Term Contact (18 Months) with Competitive Salary plus benefits

    Reporting to the Director of Contract Management and being a member of the Extended Senior Commercial Leadership team, the CoS Commercial Programme Director (CPD) is accountable for delivering the end-to-end Commercial objectives for the Continuity of Service programme.

    This role has the responsibility to ensure DCC suppliers deliver the right solution to mitigate the current risk of 2G/3G shut down within both the SMETS1 and SMETS2 service families, Scale our solution/technology to meet the uptick in message sizes and volume of messages being passed through the network.

    The role is accountable for delivering Value for Money and a service capability that enables DCC to scale and run a secure network supporting more than 20 million meters.

    The CPD will be responsible for leading the Commercial team and ensuring the Commercial Strategy is aligned with the Technology evolution roadmap, it meets the expectations of our customers in line with the National Audit Office (NAO) Framework and delivers value for money in line with the DCC Licence obligations.

    The CPD must have experience and knowledge of procurement, contract management and relationship management preferable from both commercial and public sectors.

    Whilst this role has no direct reports, the CPD is responsible for creating the right Commercial team to deliver a success.

    The CPD will interact on a regular basis with all key senior business and functional leaders across DCC, suppliers, industry, regulatory and governmental bodies.

    The CPD is the single point of contact for the commercial elements of programme and in-life delivery. They are a member of the CoS Senior Programme Leadership team and manage the interface with all stakeholders.

    The right candidate will be passionate about driving business transformation, and always looking for continuous improvements in capabilities, value and processes.

    Development of the CoS Commercial Strategy for all contracts and suppliers within the SMETS1 and SMETS2 service families worth billions of pounds in the most efficient and effective way, and in accordance with our license conditions while balancing risk.


    • Development of innovative contracting and ways of working that ensures collaboration across key partners in service of delivering a Value for Money end state solution
    • Representation of Commercial on the Programme or Service leadership team, providing input and guidance especially to the Programme Delivery Director
    • Own the commercial resource requirements, assemble the right team of professionals by working with functional directors, and matrix manage the individuals to deliver the end-to-end life of the programme/solution/service
    • Provide leadership to all Commercial resources deployed onto the Programme/service interfacing with the business stakeholders
    • Effective commercial issue resolution and escalation when required
    • Partner with Legal to develop innovative ways of contracting multiple suppliers to deliver a single sustainable solution/outcome for the customers
    • SEC panel, DESNZ, Ofgem) to ensure support for the CoS Commercial strategy.
    • Build close and trusted relationships with the Commercial Directors (Procurement, SSM, Contract Management) in service of delivering the commercial objectives
    • Lead all Commercial elements for the development of the Green Book Treasury business cases, drawing on the team to provide deep expertise
    • Contracting and management of external contracts worth in excess of £1bn across multiple key suppliers
    • Provide specialist advice and guidance on leading strategic procurement activities, ensuring that, where required, internal or external support is identified and contracted to support DCC Commercial in identifying and implementing best practice procurement initiatives
    • Collaborate with Contract Management and Strategic Supplier Management, to ensure that Suppliers are delivering in accordance with contracts
    • Ensure appropriate digital adoption to support the CoS Commercial team from procurement through to in life management
    • Be a member of the Commercial Extended Senior Leadership Team
    • Proven experience in driving value for money through contract or supplier management
    • Experience and evidence of successfully delivering against key business performance outcomes
    • Able to contribute and make decisions at a senior level and be comfortable being the 'go-to' expert in the field of commercial suppliers.
    • Proven thought leadership and behavioural management, demonstrating high emotional intelligence
    • Excellent at building and managing working relationships through effective communication and engagement
    • Working knowledge of Agile and Waterfall programme management solutions
    • Knowledge of contract law
