    Job summary

    A vacancy has emerged for a Programme Managerto lead one or more of the Safety Improvement Programmes. The post holder willwork closely with our regional stakeholders to successfully co-create anddeliver a whole systems approach in the roll out of the co-created programme ofwork in line with the NHS England specification. They will work under thedirection of the Patient Safety Lead and Chief Operating Officer, and under thescrutiny and governance of NHS England.

    Thepost-holder will be an integral member of the Health Innovation North EastNorth Cumbria (HI NENC) Patient Safety team. This team of Patient Safety andQuality Improvement Specialists are responsible for delivering our nationallycommissioned Safety Improvement Programmes, across our Integrated Care System,as part of the NHS England commissioned Patient Safety Collaborative. In , these programmes will span a portfolio of themes covering Maternityand Neonates, Medicines Safety, System Safety (establishment of the Patient Safety Incident ResponseFramework (PSIRF), and the management/escalation of deterioratingpatients.

    We provide hospital services from two acute sites - Darlington Memorial Hospital and University Hospital of North Durham. We have a centre for planned care in Bishop Auckland and provide care from community hospitals in Chester-le-Street, Shotley Bridge, Barnard Castle, Sedgefield and Weardale as well as over 80 other community based settings and providing care in patients' homes.

    Job responsibilities

    General

    Managingthe full project life cycle from project initiation to closure, with asignificant focus on change management and safety/service improvement.

    Completingand continually updating a comprehensive project plan that provides liveupdates of project status and highlights/escalates/mitigates key risks andissues.

    Identifyingand forging relationships with the key regional and national stakeholders indeveloping and subsequently delivering the support offered.

    Leadingand/or participating in regional and national networks and groups to supportcross organisational learning and sharing.

    Monthly,quarterly, annual and ad-hoc reporting to various stakeholders to comply withthe programmes governance arrangements.

    Ensuringthat all aspects of the Programme meet and support our local stakeholders'needs whilst also delivering our national commission.

    Workingto achieve agreed objectives.

    Communicatingeffectively within and between teams, being involved in and participating inmeetings as requested; and

    Contributing to supporting the development andimplementation of the new Innovation pathway/OMNIA system to ensure thatrelevant project data is captured and evidenced.

    Communication and Relationships

    Providingand receiving highly complex, sensitive, or contentious information to ensurethat the appropriate agreement or co-operation required to deliver projects isachieved. This information is used to develop project plans and associateddocumentation and for planning and monitoring.

    Workingwith the national team, clinicians, health care professionals, patient safetyteams; colleagues in social care, the independent sector, primary and secondarycare, and patient forums to ensure anticipated benefits of the safetyimprovement programme are fully realised.

    PersuadingProject Boards, Project Teams, and staff of the importance of complex projects;negotiates with and motivates staff on project delivery, including linking inwith other initiatives.

    Presentingcomplex, sensitive, or contentious information to large groups usingappropriate tools and techniques. These methods may include PowerPointpresentations or the production of documents or leaflets to effectcommunication to staff, patients and the public affected by the projects.

    ProjectLead in support of contract negotiations.

    Developingand implementing project communication plans.

    Analytical and Judgemental Skills

    Dealing with complex facts orsituations which require analysis, interpretation, and comparison of a range ofoptions. Make judgements where there are conflicting views on the projects andwhere there is a need to make decisions on complex issues.

    Carrying out impact assessment onoptions in relation to budgets, staff and other resources, timetables, andquality of outcomes.

    Being responsible for individualproject budget and tracking, depending on scope of individual project (usuallywithin range of £5,000 - £1,000,000).

    Ensuring that all spending is agreedwithin project plans, monitored and variance outside of set tolerances reportedto the Project Boards.

    Managing multiple projects and theappropriate multiple budgets as identified in the produced business cases.

    Appraising resources required tocomplete the project within the Cost, Time, Quality triangle and thereforethe calculation of the project budget.

    Interpreting the impact of projectchanges in relation to agreed levels of tolerance on current projectactivities, resources (both staff and budgetary), quality and acceptability ofoutcomes and timescales.

    Planning and Organisational Skills

    Planningand organising a broad range of complex activities including formulations;adjust plans on an on-going basis. Agree these plans with the Project Boardsconsidering strategic and operational project goals.

    Developingbusiness cases to local and NHS standards.

    Planning- including task identification, duration, resource requirement anddetermination of critical path to determine project length. Additional work oncontingency planning and risk and issue analysis.

    Stageplanning in complex projects.

    Ensuringthat plans are clearly and concisely presented in project documentationincluding project mandates, project initiation documents, highlight andcheckpoint reports, Gantt charts and project related standard reports.

    Encompassingall aspects of the project, making adjustments if targets are not met. Thismust be reflected in assessments on budgets and other resources being reportedaccordingly and reflected in the project plan.

    Chairing Project Team meetings andfacilitate discussion.

    Fully informing the Programme Boardson all aspects of project progress to support their decision-making. Presentrisks, issues and options for resolution.

    InformationResources

    Responsibility for maintaining oneor more sets of project documentation to support project administration andlocal standards.

    Defining and deliveringcommunications strategies.

    Responsible for project informationsystems to ensure the accurate documentation, reporting and audit ofprojects.

    Production of routine and ad hocreports on project progress and issues.
