As Planning and Performance Manager, the post holder will build and maintain relationships with a wide variety of stakeholders across all levels of management ensuring clear and effective lines of communication. The core responsibilities of the postholder will be:
Operational management of integrated assurance processes to support partner organisations within the Integrated Care System (ICS) to hold each other to account for delivery and improvement
Leading on specific programme and planning areas
Ensuring robust delivery of regulatory processes with early identification and escalation of actual or non-compliance
Producing high quality analysis, diagnosis and outputs to support informed decision making within the ICB
Representing the ICB and its interests at national/public meetings/events as required, acting independently, decisively, and effectively in sensitive and political situations.
Main duties of the job
Main Duties
Ensure effective communication and negotiation acting as a key link between the planning and performance function and stakeholders to ensure the successful delivery of a range of complex programmes within a highly complex political agenda.
Preparing presentation briefings for system leaders and key committees and the ICB board
Lead the statistical analysis and presentation of highly complex information, data, and statistics to inform and make decisions on aspects of the programme, and inform system wide planning.
Deliver subject expertise across planning and performance agendas, dealing with complex/highly complex facts or situations requiring analysis, to effectively communicate with a range of stakeholders and advocate for public health when this may be challenging and potentially controversial.
Act as senior lead working internally and externally to deliver projects, services and initiatives on time, to quality standards and in a cost-effective manner, adjusting plans as required.
Advise networks and programme boards on the allocation of funds across the partnership. Ensure this is done in a fair and transparent way, in consensus with partners and aligned to the needs of the population.
Be responsible for the day-to-day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment

Main Duties and Responsibilities
As Planning and Performance Manager, the post holder will work as part of a dynamic team in delivering an effective service, supporting managers and staff across West Yorkshire ICB.
The post holder will support the Planning and Performance team in executing its functions effectively. This includes taking a lead role in ensuring all activities are well planned and managed effectively, taking a continuous improvement approach to ensure the successful delivery of the team objectives.
The post holder will also be required to build and maintain relationships with a wide variety of stakeholders across all levels of management ensuring clear and effective lines of communication.
The core responsibilities of the postholder will be:
Day to day management of the team and function.
Operational management of integrated assurance and planning systems.
Delivery of integrated assurance function to meet national, regional and West Yorkshire requirements.
Leading on specific programme and planning areas.
Representing the ICB in regional work.
Deputising for the Deputy Director, as required.
Ensuring robust delivery of regulatory processes with early identification and escalation of actual or non-compliance.
Producing high quality analysis, diagnosis and outputs to support the proposed regulatory and development approach to support informed decision making within the ICB.
Representing the ICB and its interests at national/public meetings/events as required, acting independently, decisively, and effectively in sensitive and political situations. At times this involves delivering difficult messages and contentious information to high level audiences potentially in a hostile environment.
Co-ordinating the implementation of the operational planning process for the ICB and providers in specific places, supporting the development of integrated place-based plans.
Promoting business continuity management to avoid the destabilisation of business as usual.
Supporting the co-ordination of single, coherent relationships with all key external stakeholders.
Acting as operational lead for the System Coordination Centre.
