Description
Our client in North London is looking for aEnergy Projects & Programmes Officer tosupport the council's climate action work by developing and delivering a support service to encourage householders and businesses to retrofit their properties.
They will provide high quality, accessible advice and develop materials to support this, as well as working with local suppliers to negotiate an offer.
They will also support the delivery of the energy team's wider work, which may include assessing energy statements of planning applications, providing energy-related advice to other council departments, as well as any other tasks that supports the delivery of the team's objectives.
This officer will focus on developing and delivering the council's private sector retrofit offer.This will involve significant public engagement and development of marketing and promotional activity to encourage private property owners to decarbonise their own properties.
Delivering a range of energy and carbon-saving projects, including building retrofit projects (such as installing heat pumps, solar panels, LED lighting, new glazing), expanding district heating networks and overseeing feasibility studies by external specialists.
This involves end-to-end project management, including:
oProject inception – identifying opportunities for energy savings and how to deliver them
oProject development – building up the project, including working with relevant stakeholders, calculating cost estimates, carrying out a cost-benefit analysis, developing the project documentation and seeking formal approval for the project
oDrawing up tender documents and procuring contractors to deliver the project
oManagement of contractors during the project delivery and ensuring stakeholders are involved throughout
oManaging the project budget effectively to deliver value for money
oCompleting the project, ensuring the objectives are met and handing over to operations
Knowledge of methods and technologies to reduce energy use and carbon emissions from non-residential and residential properties.
