    Job summary

    The Privacy, Transparency & Trust (PTT) Sub-directorate is a sub-directorate of the Delivery Directorate. The mission of the PTT Sub-directorate is to enable NHS England to drive innovation and improve lives through greater use of data and technology and to be a well-run PTT Sub-directorate will enable and promote public trust in NHS England's custodianship of staff, workforce and patient data. This aligns with the new legal duty of NHS England to have regard to the need to respect and promote privacy of patients and the core principles that underpin NHS England as a safe haven of patient data.

    The role of Information Governance Specialist is to provide essential support to the work and mission of the PTT Sub-directorate and to provide leadership and assistance to more junior members of the team.

    As an Information Governance Specialist, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the organisation to increase awareness of Information Governance and embed good practice.

    Main duties of the job

    The post holder will:

  • Support specialist confidentiality and privacy by design advice on the implementation of the IG legal framework, IG national policy requirements, new Statutory Guidance and organisational standards, policies and controls across internal and external facing NHSE digital, information technology and operational services.
  • Draft IG advice in response to IG Helpline queries received from across the organisation.
  • Support strategic advice to the Freedom of Information (FOI) team on complex requests, internal reviews and ICO investigations.
  • Support work to ensure that IG policies and procedures are embedded in the programmes, directorates, and regions.
  • Assure policies and procedures to ensure the confidentiality, security, and quality of personal and sensitive information, ensuring compliance with legislation, standards, and best practice.
  • Provide assurance on Information Governance and Statutory Guidance compliance through assurance reviews and activity, including in respect of high-risk processing, internal data protection, records management and medical device audits, and audits of data use and sharing, both internal and external to NHS England;
  • Support compliance with the Data Security & Protection Toolkit (DSPT) requirements and support work to co-ordinate and assure the NHSE annual DSPT submission.

    Salary Progression Applicants will commence at the bottom of Band 7 with a full-time starting salary of £43,742, with pay step increases after 2 years service and 5 years service. For posts based in Inner London, the above salaries will include the additional supplement of 20% of basic salary, subject to a minimum payment of £5,132 per annum and a maximum payment of £7,746 per annum. This is offered in accordance with NHS Terms and Conditions and is based on office location.

  • Qualification: IG accredited qualification: Accredited IG specific qualification (but not limited to) BCS, ISEB, PDP, IAPP.
  • Knowledge: The role requires knowledge of the following laws and legal frameworks: Data protection law: Understanding key principles and concepts of data protection law set out in the UK GDPR, DPA 2018, Human Rights Act 1998. Common law duty of confidentiality: Understanding the common law duty of confidentiality, how it applies to NHS England's use of patient data, including the gateways for sharing confidential data with third parties.
  • NHS legal framework: Understanding the statutory functions of NHS England, the laws which underpin those function, and how those laws impact NHS England's use of personal data. FOIA & EIR: Where required by the specific role, knowledge of the Freedom of Information Act 2000 and Environmental Information Regulations 2004.
  • Experience: Working in an information governance / privacy / data protection role in a fast-paced, high-performance environment. Working collaboratively across team, function, and organisational boundaries, to achieve the best outcomes for the organisation. Engaging and contributing to a team culture of continuous improvement and excellent service delivery. Developing yourself and others to operate a "one team" respectful and inclusive culture.
  • Experience: Following detailed information governance processes, such as software assurance. Familiarity in dealing with key documentation such as privacy notices and data protection impact assessments.
  • Experience: Providing timely, clear, and practical IG advice in a range of formats including verbal advice and on a range of matters, services, and projects, including advice on privacy by design; and in effectively communicating key IG issues with colleagues who are not specialists in IG and raising awareness of IG issues across the organisation."
