    As Legal Manager in Procurement and Commercial Services (PACS) you'll thrive on using your expertise to ensure our procurement procedures are legally robust and continually scrutinised to ensure the highest standards of service.

    It's about more than providing legal advice, in this senior role you will use your commercial acumen to influence decision making, drive strategy and promote new ways of working with our partners to achieve shared goals. You will also be a leader and mentor to colleagues (both as manager of the PACS legal team, and more broadly), supporting them to deliver quality services and develop professionally.

    The PACS legal team is central to the multidisciplinary PACS team which is a trusted internal provider at the heart of procurement and commercial activity within Leeds City Council. Our specialist lawyers provide invaluable advice and support to enable colleagues to deliver procurement work that is legally compliant and achieves the best outcomes for stakeholders.

    About you

    As Legal Manager within our PACS team, you will be a solicitor or barrister who holds or is qualified to obtain a current practising certificate in England and Wales.

    You will bring to the role:

  • demonstrable experience at senior level in a procurement legal advisory service, managing complex projects, contracts and change programmes
  • expert knowledge of public procurement law, UK and EU procurement legislation and the principles of contract procedure rules
  • a focus on driving service improvement in a multidisciplinary environment
  • a collaborative approach for effective partnership building with the confidence to lead negotiations with the private sector
  • ability to lead, coach and mentor others effectively to develop a culture of high performance and to deliver excellent customer satisfaction

    As our next Legal Manager, you will hold a leading role in the PACS team. Drawing on everyone's expertise and strengths, we work collaboratively to maximise income, deliver savings, support transformation and ensure best outcomes within a clear governance framework.

    You will be integral to the leadership team in our forward-thinking service, contributing to strategic planning and guiding our adaptable and outcomes focused staff to develop innovative and market leading practice.

    You will:

  • provide leadership to the PACS legal team, managing and delivering legal advice
  • hold legal oversight throughout a project to ensure commercial goals are met
  • manage risk, governance and regulatory aspects of contractual activity
  • liaise effectively with colleagues and partners regarding finance, technical and project specific matters

    Job Description

    Job purpose Responsible for providing leadership and management to the procurement and commercial legal team and will also contribute to the management and leadership of the wider commercial, finance and procurement team.

    Responsibilities

  • Support delivery of programmes of strategic significance to the Council to deliver services in line with Council priorities.
  • Responsible for the development and delivery of the service plan and drive continuous improvement initiatives through leading and contributing to cross Council projects.
  • Provide leadership, support and challenge to colleagues and other internal and external stakeholders within multidisciplinary teams to ensure the Council Business Plan is achieved.
  • Develop and promote new ways of partnership working and long term relationships both internal and external to the council to improve corporate priority outcomes and to ensure that developments and improvements remain focused on local people.
  • Manage all aspects of risk, providing robust solutions on areas of risk and be responsible for the safety of all staff, stakeholders and partners and ensure good governance compliance with contractual and procurement procedures (including authoring and contributing to reports to decision making Boards/officers and check and challenge of project progress as a whole).
  • Contribute to the management and business planning of the Procurement and Commercial Services team, including the planning and programming of work, liaison with customers, pursuit and development of new business opportunities and continuous service improvement particularly to deliver best value in contracts and achieve savings.
  • Provide regional support to the Councils partners (developing strong networks and partnerships).
  • Support the development of and compliance with the Council's procurement strategy and documentation and be responsible for overseeing governance in respect of the same (including responsibility for CPRs, standard Council contracts and other related documents).
  • Accountable for the Council's procurement spend in respect of relevant projects/procurements.
  • Drive continuous improvement initiatives through leading and contributing to cross Council projects, collaborative working with partners and supporting Directorate management teams.
  • Required to work with elected Members, MP's, service users, trade unions and partner stakeholders in ways which support inclusive open and accountable government through the provision of strategic advice on risk management and support them in their respective roles.
  • Represent SMT as and when required to provide briefings to local ward Members and MP's.
  • Build strong and dynamic relationships and networks and build trust with individuals and partner agencies to deliver better outcomes for Leeds City Council.
  • Promote compliance with Leeds City Council policies and procedures.
  • In line with the Budget Management Accountability Framework to be responsible and accountable for all financial resources within the service area ensuring value for money and working within financial regulations

  • Qualifications

    Solicitor or barrister holding or qualified to hold a current practising certificate in England and Wales

    Working Context - Post holders will work flexibly both at home and at various locations across the City and region. All colleagues should work in line with our hybrid working principles and spend regular time in the workplace to support service delivery, meeting the needs of the team and the requirements of their individual role. The hours are worked mainly Monday to Friday. However, the post holder will be expected to work outside normal working hours, including attendance at evening/weekend meetings or events if required to meet the needs of the service.

  • Able to demonstrate examples of managing services and achieving quality transformational outcomes.
  • Able to manage competing priorities, ensuring delivery on a range of programmes and adapting to changing circumstances.
  • Able to lead, coach and mentor others effectively to develop a culture of high performance.
  • Knowledge understanding and experience of financial management, performance management and programme and project management methodology to drive service improvement
  • knowledge of applicable, legislation, regulations, policies, inspections and performance information
  • Detailed knowledge and understanding of economic strategy and policy, understanding of local government political systems and experience of working on politically sensitive issues.
  • Experience of managing complex procurement projects and contracts throughout their life cycle.
  • Significant experience of leading change programmes, including service quality and driving up standards and performance, demonstrating the ability to manage competing priorities whilst ensuring delivery on a range of programmes and adapting to changing circumstances.
  • Demonstrable skills or experience in managing and directing a procurement legal advisory service and resource management, including implementing change and achieving quality transformational outcomes, showing effective leadership and delivering outstanding results.
  • Expert knowledge and experience of public procurement law, UK procurement legislation (and international legal context) and the principles of contract procedure rules. Working knowledge of other relevant areas of the law (contracts and commercial, construction, local government).
  • Experience of successful strategic and operational resource management including the evaluation of competing priorities and managing accountabilities.
  • Substantial experience of working effectively with others to deliver a multidisciplinary service at a senior level that is driven by service user requirements based on customer focused outcomes and excellent customer satisfaction results, particularly cross-sector projects and procurements.
  • Significant experience and commitment in relation to engagement in decision making processes
  • Significant experience of developing productive working relationships with Council Members, trade unions and Corporate Leadership Team
