    Job description

    The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

    The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy

    We will deliver the Government's three overarching objectives for shared services:

  • Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
  • Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
  • Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.
  • Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney�s General Office (AGO) and His Majesty's Treasury (HMT).

    Key Responsibilities:

    The Matrix Portfolio is seeking a Finance Manager to lead on Pillar forecasting and Business case Implementation for the Matrix Portfolio. The role will provide the opportunity to develop an understanding of each Workstreams priorities, challenges, and opportunities over a varied portfolio from the Strategic to the Transactional space; provide constructive challenge, scrutiny, insight and analysis into expenditure proposals and forecasts � including support to business case production and approvals.

    You can also expect contact with the SCS1 Team Leaders (and budget holders), as well as their senior leadership teams, to ensure all parties have the right data at the right time to inform key decision making.

    Key Responsibilities include but not limited to:

  • Input to the planning of Workstream activities within the parameters of the Integrated Programme Plan.
  • Managing the implementation of Programme Business Case, ensuring provision of a high-quality service.
  • Providing the consolidated financial position at various levels within the organisation.
  • Building and maintaining strong working relationships with colleagues across Matrix Programme and external stakeholders.
  • Focusing on continuous improvement, including leading on forecast and evaluation to ensure the team is providing the best service possible.
  • Skills & Experience

    Required:

  • Candidates should have at least 3 years experience in Finance. We are looking for candidates who are part of Consultative Committees of Accounting Bodies (CCAB) with relevant qualifications.
  • Leading and Influencing: The ability to work with and lead others in a complex environment with a wide variety of stakeholders, business areas, Civil Servants and contractors.
  • Stakeholder Management: Ability to network across business areas, and influence counterparts, demonstrating excellent communication and presentation skills.
  • Candidates should have a proven track record of defining aligned requirements within complex environments to tight timescales. This includes modern ways of working, keeping it simple & a keen eye to streamline wherever possible to save time.
  • Experience of working with external delivery partners in a fast-paced programme environment. Relationship building skills with the ability to inspire/influence.
  • Desirable:

  • Be a confident facilitator, taking onboard the views of a range of stakeholders and making decisions that align to a common goal.
  • Be an innovative thinker able to help develop, and deliver against, a critical path to a strategic outcome.
  • Understanding of the Shared Service Strategy for Government and wider cross Government programmes within.

    Alongside your salary of �52,320, Department for Science, Innovation & Technology contributes �14,126 towards you being a member of the Civil Service Defined Benefit Pension scheme.
