    NHS South Yorkshire ICB is a South Yorkshire wide organisation, employees work collaboratively travelling across our sites regularly.

    The NHS Long TermPlan committed to the extension of the Targeted Lung Health Checks (TLHC)programme across England to help deliver the ambition to diagnose three out offour people with cancer at an early stage by 2028. In South Yorkshire, theprogramme is currently live in Doncaster, Bassetlaw, Rotherham and Barnsley.

    The core purpose of the role is to develop and projectmanage the Targeted Lung Health Check programme across the Cancer Alliance area,including the expansion to Sheffield.

    The post holder will require a high degree of agileworking, in a fast-paced challenging health care environment to ensure theproject is delivered to the timescales.

    This post holder will require experience in managingmultiple stakeholder relationships and the ability to communicate informationto a variety of audiences with the programme partners and stakeholders.

    This requires a high calibre individual who can workautonomously in a stimulating and challenging environment in order to achieveoutcomes efficiently.

    The prospective candidate will be working collaboratively and inpartnership with local organisations across South Yorkshire, including seniorclinical and managerial leaders, as well as external organisations.

    The post holder will be a core member ofthe Targeted Lung Health Checks (TLHC) Programme Management Office who arehosted by Doncaster Place but part of the South Yorkshire and Bassetlaw CancerAlliance.

In total there are 186 GPpractices in the region, 72,000 health and social care professionals workingacross nine NHS trusts and four local authorities, and a further 6,000voluntary, community and social enterprise sector (VCSE) organisations. We workalongside all these colleagues through local councils, our VCSEpartners and other partners to address health inequalities and widerdeterminants of health in South Yorkshire.

    Job responsibilities

  • Provision of efficient and agile project management for theTLHC project from design through to delivery.
  • Manage the design, co-ordination and implementation of theTLHC project working with a wide range of stakeholders across South Yorkshireand Bassetlaw.
  • Design, prepare and present project plans to ensure projectsand initiatives are delivered on time, to quality standards and in acost-effective manner, reviewing and revising plans as required.
  • Determine the development ofperformance and governance strategies and the development and implementation ofthe programme.
  • Prepare formal reports for monthly programme steeringmeetings and relevant stakeholder meetings.Present reports to these groups, updating on progress against plans,risks and issues, including where timescales / objectives may not be being met. Thesegroups involve multiple internal and external stakeholders, including seniorclinicians and executive managers.
  • Provideand receive highly complex, highly sensitive or highly contentious information wheredeveloped persuasive, motivational, negotiating, empathetic or reassuranceskills are required. This may be because agreement or cooperation is requiredor because there are barriers to understanding. This includes presentationsincluding quantitative data to groups of stakeholders, to peers and colleagueslocally and nationally in a formal environment.
  • Resolve problems and issues as they arise during the life ofthe programme and escalate where appropriate. Make judgements where there areconflicting views on the project.
  • Development of programme and project protocols and ensureagreed protocols are implemented and adhered to by stakeholders.

  • Take ownership for workingautonomously to ensure delivery in line with agreed deliverables, ensuring thattargets and milestones are met and delivered on time.
  • Financial and Physical Resources

  • Responsible for developing andcreating systems to manage and monitor associated spend in relation to projectdelivery and project budgets and provide information on budgets and delivery toprogramme directors.
  • Ensure project data usage conforms to appropriateinformation governance rules and regulations.
  • Act in a way that is compliant withStanding Orders and Standing Financial Instructions in the discharge of thisresponsibility.
  • Constantly strive for value formoney and greater efficiency in the use of these budgets and to ensure thatthey operate in recurrent financial balance year on year.
  • Line management of designated staffwithin the TLHC PMO.
  • Analytical and Judgment Skills

  • Create programme/project databases.Co-ordinate, update and provide key Performance Indicator Information and ensureany data required is sent to the national evaluation team and supportinterpretation of data provided.
  • Deliver a high level of analyticalskills in the support of project work, including the ability to use excel to ahigh level.
  • Monitor progress against timescalesand provide regular updates to the TLHC Programme Manager and TLHC SteeringGroups.
  • Horizon scan/research for allapplicable information and provide briefings and reports as necessary inrelation to the project area.
  • Ability to analyse highly complexfacts or situations requiring interpretation and comparison of a range ofoptions.
  • Support procurement of scoping workon health services and resilience and translate outcomes into plans.
  • Responsible for supporting thecommissioning of projects and procurement of services to support project delivery.
  • Analysis, interpretation andproduction of complex and multiple reports including financial returns in amanner that ensure that there is clarity around the key issues.

    Essential

  • Have highly developed specialist knowledge underpinned by theory and experience.
  • Educated to masters level or equivalent level of experience of working at a senior level (in NHS) in specialist areas.
  • Prince2 or similar project management qualifications. Extensive knowledge of specific project areas, acquired through post graduate diploma or equivalent experience or training, plus further specialist project management or experience.
  • Evidence of post qualifying and continued professional development.
  • Prior experience of working with cross-healthcare providers across the health economy.
  • Experience of working in a dynamic, fast paced environment within the NHS.
  • Experience of leading and managing a variety of programmes and projects and the ability to demonstrate successful outcomes.
  • Practical experience of managing multiple successful projects, including the development of complex project management frameworks, monitoring and review.
  • Experience of developing and maintaining effective working relationships with multiple external stakeholders.
