    About Our Client

    Our work is led by the Combined Authority Board, chaired by our Mayor, and supported by the LEP Board and the thematic committees of the Combined Authority which focus on achieving our corporate objectives.
    Membership of the Board is made up of the Mayor and democratically elected councillors from our West Yorkshire partner councils of Bradford, Calderdale, Kirklees, Leeds and Wakefield, the Chair of the LEP, and a non-voting member representing the City of York Council.

    Job Description

    As the Group Financial Accountant your role will:

    • Lead and manage the financial accounting team, ensuring the provision of high quality financial record keeping, controls and procedures
    • Lead the production of group statutory accounts and returns in accordance with professional standards
    • Accountable for the controls and full operations of the Finance and Payroll systems supporting the full breadth of organisational activity
    • Manage payroll, accounts receivables/payables, treasury management and systems accounting functions
    • Leading on the local government statutory accounts preparation
    • Provide expert technical advice to senior stakeholders on a range of finance matters including financial modelling on debt and capital, taxation and audit
    • Design, implement and maintain the systems required for delivery the objectives of your function to support the Combined Authority in achieving its vision.
    • Take a pro-active corporate role in the management of your function including participation and delivery of your directorate's objectives.
    • Responsible for demonstrating commitment to corporate processes and ensuring that these are delivered at all times.
    • Be a visible and enthusiastic manager, encouraging partnership working across the organisation.
    • Influence, develop and motivate your team, taking a positive approach to their development and your own.

    The Successful Applicant

    The successful candidate for the Group Financial Accountant position will:

    • Have a relevant professional accounting qualification
    • Have practical experience of successfully performing in a similar role
    • Hold a degree or has equivalent relevant experience
    • Have extensive experience of interpreting local government funding and financing regulations as applied to treasury management and statutory accounting activities, and related reporting standards
    • Have managed and developed a multifunctional professional finance team
    • Have prioritised, planned and organised own workloads to manage expectations and deadlines.
    • Have extensive experience of producing local government statutory financial statements
    • Have developed and maintained financial systems and related internal controls.
    • Have highly developed skills in capital and treasury accounting
    • Have significant experience of managing and developing complex financial processes with multiple stakeholders

    What's on Offer

    • Annual salary of between £54,000- £60,000
    • Hybrid working- in the office c. 2-3 days a week
    • Membership offered into the Local Government Pension Scheme which remains one of the most generous schemes around. In addition to your contribution into the scheme, the employer contributes between 14% and 18%.
    • 28 days holiday + bank holidays, entitlement increases to 30 days after 5 years of service and 32 days after 10 years of service. You can also purchase additional holidays through our salary sacrifice scheme
