    Description

    Outer Dowsing Offshore Wind is a joint venture between Total Energies, Corio Generation (a portfolio company of Macquarie Asset Management operating on a standalone basis) and Gulf Energy Development.

    The Joint Venture (GTR4 Ltd) have the seabed lease rights from The Crown Estate to develop a 1.5 GW project in the UK southern North Sea.

    The project is in the Development Phase with the aim to achieve all the necessary consents and complete the necessary surveys and engineering to enable the project to become operational before 2030.

    The successful candidate will play a vitally important role within the integrated JV project team.

    This position is a hybrid role with flexibility to work from home or elsewhere with regular visits to the London Office (presently Farringdon).

    The expectation for this role is a minimum of 2 days a week in the office.

    Reporting to the Senior Procurement Manager this is a fantastic opportunity for an experienced and motivated Procurement Manager to join the rapidly growing ODOW team and support the transition to a low carbon, sustainable global economy.

    In this newly created role, you'll work as part of a growing dedicated multi-disciplinary team to procure goods and services for the project.

    The focus will be on DEVEX spend for the project to facilitate the development of the project and progression towards Financial Investment Decision.

    The focus areas will be smaller value contracts including consenting, engineering studies, desktop and physical onshore and offshore surveys.

    Work within the procurement function for the project as a member of the Procurement Team, reporting to the Senior Procurement Manager.

    Responsible for providing a comprehensive procurement service in support of project development activities within a major offshore wind farm project.

    Managing the negotiation and award of low to mid value contracts for goods and services in consultation with the wider project team in accordance with best-value and approved procedures.

    Undertake the procurement of goods and services and associated activities to agreed project and commercial objectives including, but not limited to, the following:

    Leading the evaluation of commercial element of bids and co-ordinating inputs from the wider evaluation team (technical, legal, HSE);
    Negotiate commercial terms with preferred suppliers;
    Ensuring timely contract awards;
    Writing Contract Award Recommendations which will seek approval from the Project Director / Project Board to award contracts.
    Proactively implement and develop the procurement plan, identifying all upcoming procurement support requirements during the DEVEX phase.
    Contract Management responsibility for the contracts that have been negotiated including:

    Drafting and responding to contractual communications to be issued to contractors;

    Knowledge of and a proven track record in managing procurement activities from identification of requirements through to contract award particularly in the engineering, consenting and survey environment.

    Preferably with knowledge and experience in the offshore wind market but this is not essential.

    Ability to build effective relationships and be a team player at all levels both within the project and with suppliers.

    A strong results focus supported by relevant commercial skills and knowledge required to deliver value to the project.
    A proven ability to conduct successful commercial negotiations with suppliers.
    Knowledge of relevant procurement processes and procedures.
    Commercial Acumen including the evaluation of Tender submissions;
